The Film Fund
Before the film fund was established in 2008, the local authorities already had substantial experience in financing film production in the region. Recently supported productions include Droga do raju by Gerwazy Reguła and Mała Moskwa (Little Moscow) by Waldemar Krzystek, awarded the Grand Prix at the 2008 Polish Film Festival in Gdynia.


The first regional film competition was announced in 2008. Its organization and budget was placed in the trust of the Odra-Film regional cultural organization. The first projects co-produced under this scheme were features Afonia i pszczoły by Jan Jakub Kolski and Nie będziesz wiedział by Ewa Stankiewicz, as well as the animated film Przebudzenie by Wojciech Majewski.

Budget
The budget for the regional film competition in 2008 was set at 2 million PLN (560,000 EUR) and was not divided between different types of production. The fun's budget is currently set at 2 million PLN (500,000 EUR). Twelve projects have received financing to date.

 

Entry Conditions
The Film Fund provides funding for the production of feature, documentary and animated films. Financing is available to projects related to the region through their shooting location or participation of local individuals and enterprises. Up to 50% of the film budget can be subsidized, with at least 10% of the budget being covered by funds other than public funding. Regardless of the amount of received support, Odra-Film becomes the co-producer of supported projects and 50% of the budget must be spent within the region.


Competition applications are assessed by experts – three for feature projects, two in the case of documentaries and animation films. Assessment criteria include relating to the region, as well as artistic, humanist and ethical values of the project, structuring of the text, complexity of characters, quality of dialogue, innovativeness, originality and contribution to European cultural diversity. Other key factors include the filmography of the director and producer (artistic and financial results), the financial situation, expected economic results and expected percentage of the budget to be spent in the region.

 

Lower Silesia
The region of Lower Silesia is located in southwestern Poland, bordering on Germany and the Czech Republic. Apart from unique landscapes and a considerable number of historic sites, the region is also known for its long-standing tradition of film production through the Feature Film Studio in Wrocław. It was this studio that participated in the production of such projects as Ashes and Diamonds by Andrzej Wajda, The Saragossa Manuscript by Wojciech Has and most recently Nightwatching by Peter Greenaway.

 

Landscape
The region is known for its diverse landscapes. It is said that the only formation Lower Silesia lacks is the sea. Home to one of Central Europe’s largest forested areas, the area is criss-crossed by glacial hills and river valleys. Lower Silesia is also famous for its spectacularly picturesque Sudety mountains and their two major chains: Karkonosze and Stołowe. In the Middle Ages the Sudety Mountains were commonly known as the Treasury of Europe due to its gold deposits; it is said that gold can still be found there today. The Karkonosze National Park is rich in waterfalls, precipices, grassy mountain peaks and glacial chasms. The table-shaped Stołowe Mountains are a perfect example of slab mountains, built of layers of sandstone. One of the most enchanting places in this area is the Błędne Skały maze, covering an area of 20 hectares. Other unique sites include the valley of the Odra river and the Milickie lake complex.

Cities and Sites
The region has 91 cities, the largest of which are Wrocław, Kłodzko, Legnica, Wałbrzych, Głogów and Świdnica.


The major cultural centre of the region is Wrocław – one of Poland’s most beautiful cities. It is home to the largest complex of Gothic church architecture in Poland. The local Town Hall is regarded to be one of the most beautiful medieval buildings in Europe.


The thousand-year-old town of Kłodzko is famous for its historical market square, tenement houses, churches, fortress and underground touring route connecting ancient merchant cellars. Unique historical sites can also be visited in a number of local towns – the Cistersian monastery in Lubiąż, Baroque abbey in Krzeszów, the basilica in Wambierzyce, to mention only a few. The region is also home to eleven picturesque spas.


Lower Silesia is home to more historic sites than any other region. This may be why the Lower Silesia Monument Miniature Park was built in Kowary as a miniature version of the region’s most interesting sites. Those visiting Lower Silesia can not only come across world-class sites such as the churches in Świdnica and Jawor, but also a number of castles and castle ruins.


The region is also known for its underground attractions. These include a number of old mines and mysterious corridors, dating back to World War II.
